The 3rd Round of Foreign Ministry Consultations (FOC) between India and Portugal was held in Lisbon on 12 October 2022, co-chaired by Shri Sanjay Verma, Secretary (West), Ministry of External Affairs and Ambassador Rui Vinhas, Director General of Foreign Policy, Ministry of Foreign Affairs, Portugal. The Secretary (West) also visited the Secretary of State for Foreign Affairs and International Cooperation of the Portuguese Republic, HE Mr. Francisco Andre.

The two sides conducted a comprehensive review of bilateral relations with emphasis on issues such as high-level political commitments, implementation of the migration and mobility agreement, deepening trade ties and economic and explored new and existing avenues of cooperation in the fields of science and technology, defence, culture. and interpersonal relationships, etc.

The two sides also exchanged views on global and regional issues of common interest and agreed to work closely together in the framework of multilateral cooperation, including within the United Nations, the Communidade dos Paises da Lingua Portuguesa (CPLP) and at EU level to follow up on the outcome of the India-EU Leaders Summit held in Porto in May 2021.

The two parties also agreed to work in new areas such as food sustainability, mutual recognition of diplomas, air connectivity, visa waivers and climate action.

The Secretary (West) also had substantive discussions with the CPLP Executive Secretary, HE Mr. Zacarias da Costa, to discuss cooperation with Portuguese-speaking countries. The Indian side reiterated the invitation for CPLP countries to participate in the Lusophone Festival proposed to be held in Goa in December 2022. India became a CPLP observer in July 2021.

The Secretary (West) also interacted with other officials, academicians, business representatives and members of the Indo-Portuguese community at a reception hosted by the Mission where millet recipes were served to raise awareness about the International Year of Millets 2023 and food sustainability.

The Indian delegation previously participated in the Europe-India Strategic Dialogue, a Track 1.5 initiative of the Anant-Aspen Centre; Institut Montaigne, Paris and Fundacao Oriente, Lisbon; which addressed issues such as free trade, energy, connectivity and regional security. The Secretary (West) also interacted with Foreign Minister Joao Cravinho during a roundtable organized by the Fundação Oriente.

India and Portugal enjoy historic and friendly bilateral relations with shared values ​​of democracy and sustainable development, reinforced by frequent high-level exchanges. The two sides agreed to hold the next round of consultations at a mutually agreed date in New Delhi.
